It looks like the minute timer in the last example needs to be calibrated.

When you calibrate, you adjust a measurement system so that its results agree with a standard. If you calibrate the minute timer, its light should stay on for the full 60 seconds. Then it will be both precise and accurate.

And a measurement is assigning the value to a specific quantity subjected to measurement, which we can call the measurand.
